The bill's language is crystal clear: "It is unlawful for any sports wagering licensee...to advertise sports wagering...directed to a resident of California."
This isn't Jones-Sawyer's first rodeo. Back in 2022, he championed a similar measure, AB 2066, which got shot down in committee amid fierce pushback from the gaming industry.
Why Now? The Addiction Angle

Proponents argue it's all about protecting folks from gambling's dark side. California doesn't have legal sports betting voters rejected it twice in recent years, but out-of-state apps still rake in billions from Golden State bettors. Lawmakers say flashy ads lure in vulnerable people, especially with problem gambling rates climbing.
Jones-Sawyer's office points to stats showing sports betting ads exploded post-2018 PASPA repeal, correlating with more addiction helpline calls. "We're not against betting," a rep told me, "but we can't let it prey on our communities."
Industry Fights Back Hard
