Former FanDuel Exec Sean Ostrow Joins SGLA as Managing Director
Ex-Fantasy Sports Strategist to Lead Policy Efforts for Sweepstakes Sector

The Social Gaming Leadership Alliance (SGLA) has appointed Sean Ostrow as Managing Director, bringing one of the sweepstakes industry’s most experienced policy strategists into a lead role at a time of increasing regulatory scrutiny.
Ostrow previously served as Government Affairs Manager at FanDuel, where he helped pass fantasy sports legislation in multiple U.S. states. He also advised the Sports Betting Alliance and major leagues like the NBA and MLB as a policy strategist at Orrick, Herrington & Sutcliffe LLP.
Aims to Drive Clarity, Regulation, and Legitimacy
Ostrow was brought on to help ensure lawmakers, regulators, and the public better understand what sweepstakes social gaming actually is, and what it isn’t.
“We wanted a leader who could help tell our story the right way—grounded in facts, responsibility, and innovation,” Duncan said.
As Managing Director, Ostrow will lead lobbying, policy reform, and public education initiatives that aim to improve consumer protections while legitimizing compliant operators.
Why It Matters Now
The sweepstakes casino sector has faced growing pressure in 2025, as state officials raise questions about compliance, transparency, and player safety. With many operators still working in regulatory grey zones, SGLA hopes to steer the conversation toward modernisation.
“Online social games are often mischaracterized,” Duncan said. “Sean knows how to translate complex issues into practical solutions that lawmakers can get behind.”
Key Goals on Ostrow’s Agenda
Ostrow’s appointment comes as several sweepstakes brands, including GummyPlay and Sweeps US, have exited the market underscoring the need for stronger oversight frameworks that can support sustainable growth and reduce risk.

- Strengthen regulatory engagement with state and tribal partners
- Clarify how sweepstakes models differ from traditional gambling
- Modernize outdated or inconsistent policies
- Educate lawmakers and protect consumer rights
A Familiar Name in State Capitols
Ostrow is no stranger to gaming legislation. During his tenure with FanDuel and Orrick, he worked across multiple states to ensure new laws struck the right balance between innovation and accountability.
Now, he brings that playbook to SGLA where the stakes are just as high.
“This industry needs smarter guardrails, not knee-jerk bans,” Duncan said. “Sean gives us the experience and credibility to build those guardrails the right way.”
