Missouri Sets Dec 1 Launch for Legal Sports Betting

Eight Operators Cleared as State Finalises Regulatory Rollout

Missouri is officially moving forward with online sports betting after months of preparation and policy development. The Missouri Gaming Commission will issue temporary licenses to eight sportsbook operators starting October 22, with a statewide launch set for December 1.

This move comes after years of stalled efforts in the legislature and positions Missouri to join a growing number of U.S. states embracing regulated digital wagering.

The Operators Lined Up

According to the latest filings, the following sportsbooks are expected to receive temporary approval:

  • FanDuel (partnered with St. Louis CITY SC)
  • DraftKings (untethered)
  • bet365 (partnered with St. Louis Cardinals)
  • ESPN BET
  • Caesars Sportsbook
  • BetMGM
  • Fanatics (partnered with Boyd Gaming)
  • Underdog

Each will be required to undergo full compliance checks before permanent licensing is granted.

Key Dates Ahead

The Missouri Gaming Commission has locked in the timeline. Here’s how the rollout will unfold:

  • Oct 22: Temporary licenses issued
  • Nov 17: Pre-registration opens
  • Dec 1: Market launch at 12:01 a.m.

Strong Demand, Stronger Oversight

The Commission reports over 1,100 license applications, including 500+ from employees and 39 business entities. Regulators say this response highlights both the demand and the scale of oversight required to maintain fair play and consumer protection.

Annual tax revenue is projected to exceed $28 million, earmarked for education and veterans’ programs.

Why It Matters

Missouri has long been considered a sleeping giant in the sports betting arena. With strong fan bases across major sports and a mature online casino and sweepstakes casino industry, stakeholders believe the state could quickly become a top-15 market.

Several operators are expected to launch with aggressive promotions and new user offers, mirroring tactics seen in recent rollouts across Kentucky and North Carolina.

What to Watch

The inclusion of Underdog, a DFS operator under increased scrutiny in other states, and the untethered approval of DraftKings and Circa, reflect a nuanced licensing approach that could influence future state decisions.

As Missouri steps into the ring, the real action—for players and platforms—starts December 1.
