Rhode Island Betting Market Draws Interest from Major Operators

Eight Companies Respond to Lottery’s Call as State Considers Ending Single-App Monopoly

The Ocean State’s days of single-operator sports betting may be numbered. Eight top-tier betting firms have formally responded to the Rhode Island Lottery’s industry feedback request, signaling strong interest in entering the state’s tightly controlled market.

New Proposals Could End IGT Monopoly

Rhode Island currently runs a single sportsbook app powered by IGT, under exclusive contract through November 2026. But officials may issue a new request for proposals (RFP) as early as this month to explore a multi-operator system. Among the firms that submitted feedback:

  • FanDuel
  • DraftKings
  • BetMGM
  • Kambi
  • OpenBet
  • Fanatics
  • Bally’s
  • IGT (the incumbent)

While not all companies disclosed their responses, several—including Bally’s and Fanatics—publicly expressed support for a more competitive, open betting landscape.

Rhode Island Lags in Revenue and Engagement

Neighboring states are pulling ahead:

  • Massachusetts (7 apps): $11M+ in August 2025 revenue
  • Connecticut (3 operators): $13M
  • Rhode Island (1 app): Just under $3M

User participation is also lower. A September 2025 UNH poll found only 15% of Rhode Islanders bet occasionally, compared to 18% in Massachusetts and 17% in Connecticut.

Lawmakers Already Pushed for Expansion

Earlier this year, Senate Majority Leader Frank Ciccone proposed legislation to authorize 3–5 additional operators by 2026. The bill passed the Senate but stalled in the House. Still, industry momentum and operator interest could revive the effort.

What Happens Next?

A formal RFP is expected before year-end. If approved, Rhode Island could join other states moving toward multi-operator sportsbook environments, breaking the IGT monopoly and opening the door for innovation, better odds, and improved user experience.
