Tora Tora Casino is officially out of Illinois after informing its players about its exit plan, effective January 10th. The operator’s decision has surprised some since there are no currently active proposals with the state’s legislature that would ban sweepstakes casinos. 

In addition, one of the operators’ biggest game providers, Evolution Gaming, has pulled out all of its products from Illinois gaming sites

There are two probable reasons for these exits: one, they may have been tipped off to a possible bill being filed, or two, Illinois’ Attorney General may have issued its cease-and-desist letters.

Unlike other states with waves of pull-outs and exits, Illinois have been relatively silent” in the last few months. While there has been proposed legislation in 2025, there’s no active bill currently under consideration that would outright ban sweepstakes casino games.

But this didn’t matter for Tora Tora Casino—it emailed its players that it would pull the plug due to state regulations. By January 10th, Illinois joins a growing list of excluded markets, including Idaho, Washington, Connecticut, and Nevada.

Currently, the casino’s T&Cs don’t reflect Illinois in its list of excluded states, but we expect an update on January 10th.

Evolution Gaming Pulls Out All Games

Evolution Gaming, the popular supplier of live casino titles, have signalled its exit from Illinois as well. As of this writing, the Swedish company’s games are no longer available in Spinquest, and even Modo.us has already removed its live casino titles.

What Comes Next for Tora Tora Casino?

Now that Tora Tora Casino is bidding the Illinois market goodbye, many are watching its next move. We expect the brand to expand into other friendly states, and there’s a possibility that it may revamp its business strategy, similar to what Modo.us is doing.

Tora Tora and the other major sweepstakes casino operators are likely monitoring the developments in the state. They’re considering new legislative actions that would ban the games or checking for regulatory clarity that might provide an opening to re-enter the state.
