Maine Panel Backs Sweepstakes Ban as Regulator Warns of Intensifying National Crackdown
LD2007 gets the nod of the Joint Committee on Veterans and Legal Affairs after a 8-2-3 vote

Maine lawmakers have taken the next step in potentially banning sweepstakes casinos. With an 8-2-3 vote, the Joint Committee on Veterans and Legal Affairs approved LD2007 or “An Act Regarding the Prohibition of Online Sweepstakes Games”, last February 18th. Eight supported the measure, two opposed, and three abstained, reflecting split sentiments between consumer protection and industry support.
The committee previously heard the bill in mid-January, but failed to vote on it. Draftkings joined the Gambling Control Unit in backing then measure for regulatory clarity and consumer protection, while VGW argued this bill overreaaches on legal promotions.
Following a National Trend

During the hearing, committee analyst Rachel Olsen explained that Maine’s actions are in line with the broader national trend. Ms. Olsen highlighted the legislative actions of at least six states banning sweepstakes casinos, with Nevada stopping short of “an explicit ban”.
Several other states have relied on strict enforcements rather than complete bans, disrupting the gaming scene.
Maine Continues To Remind Players About Unregulated Gaming Sites
Maine has recently taken an active and critical stance towards sweepstakes casinos.
In a statement, Gambling Control Unit Director Milton Champion explained to lawmakers that Maine currently supports around 60 sweepstakes casinos. He added that state authorities have not released cease-and-desist orders, instead publishing player warnings.

Last June 2025,Department of Public Safety Gambling Control Unit issued a clarification about the standing of popular forms of gamblings available in the state.
In this press release, the Gambling Control Unit explained that “online casino games like slots, blackjack, and roulette for real money remain strictly prohibited”. He admitted that there unregulated sites targeting local players and offering illegal “iGaming opportunities”, and many of these are unlicensed.
The list of unlicensed platforms, he says, also include “certain "sweepstakes" or "social casino" sites that offer real-money payouts, coin-titled substitutes, dual-currency systems, material prizes or gift cards”.
Current Status
Maine’s LD2007 remains in the Joint Committee on Veterans and Legal Affairs after the split vote. As of this writing, this bill has not been reported out of this committee, and still “In Commitee” per our official transactions. No amendments have been recommended as well.
