Massachusetts Lawmakers Race Toward March 16 Sweeps Casino Ban Deadline

A crucial date has been set for Massachusetts ’ sweepstakes casino operators and players: March 16th. The state’s legislature reopened last January 7th, but the debate on the future of the sweepstakes casino will happen the second week of March.

Massachusetts ’ Joint Economic Development and Emerging Technologies Committee has extended the reporting deadline for HB 4431, which aims to ban sweepstakes casino games.

It’s a make-or-break session for all stakeholders—it will decide if the bill passes or if sweepstakes casinos live for another year. With the legislative session concluding on July 31st, lawmakers and stakeholders have only around 130 days to debate and make the final decision.

HB 4431 Seeks to Regulate iGaming and Ban Sweepstakes-Style Games

The bill to ban sweepstakes casinos was introduced by Rep. David Muradian in mid-2025. For two months, the bill made no progress, then the legislature’s Joint Economic Development and Emerging Technologies Committee held a hearing on revenues, responsible gambling, and other issues. 

During this hearing, Social Gaming Leadership Alliance’s Sean Ostrow explained the benefits of regulation, particularly its 6.25% tax. He also shared that up to 400,000 locals play sweepstakes casino games.

However, there were plenty of supporters of an outright ban on sweepstakes casinos and tight regulation on iGaming. A key highlight of the bill is the “illegal operations, promotions, and management of sweepstakes games, which rely on the dual-currency model.

It also reported on the planned penalties: between $10,000 and $100,000 per violation, forfeiture of license, or even jail time.

The bill’s supporters say that a ban will eliminate unregulated gambling sites and protect players. Sweeps casino advocates, on the other hand, argue that it’s overly broad and could criminalize reputable social gaming and deprive consumers of options.
