Missouri Turns On Legal Sports Betting — With Tough New Rules

Missouri’s legal sports betting is live, but comes with strict eligibility rules

Legal sports betting is now live in Missouri, capping years’ worth of debates and back-and-forth between operators and regulators. At exactly 12:01 a.m. last Monday, December 1st, the state opened both mobile and retail wagering. Missouri becomes the 39th state in the United States to offer regulated sports betting.

Six operators, including BetMGM, Caesars, and Bet365, are live and competing for bettors’ attention. But before you jump into the betting scene, check out the latest reminders shared by the Missouri Gaming Commission (MGC).

Heads Up! MGC Spells Its Strict Eligibility Requirements

The buzz on the first day is unmistakable- geolocation data showed around 2.6 million login attempts, with around 250,000 active sportsbook accounts. This shows intense early engagement and bettors’ anticipation, even though the state’s regulators reported a “quiet rollout”, which is technically uneventful.

As betting lines opened, the Missouri Gaming Commission released an official statement reiterating its strict eligibility rules for both operators and players.

In its press release dated December 1st, 2025, MGC announced that only licensed operators with “approved internal controls and house rules” can offer live betting.

In addition, the state’s regulator also listed its eligibility requirements for players, within the framework of the sports wagering rules:

  • Bettors must be at least 21 years of age to register an account and place real money bets
  • They must be physically located in the state
  • Each operator must integrate responsible gambling rules, with optional self-exclusion tools

MGC also reminded sports fans and bettors to play and bet responsibly. The regulator invited local bettors to check out all available responsible gaming resources and free counselling, and invited all to call 1-888-BETSOFF.

Missouri’s regulator also boasts voluntary self-exclusions, which stop bettors from placing bets with any licensed operator.
