4 More Sweeps Casinos Leave California, Bringing Total Early Exits to 9

Smaller sites exit early ahead of the 2026 ban, while major operators remain.

The list of sweepstakes casinos pulling out of California is growing. Four new platforms—TheBoss, Grand Vault, CosmoSlots, and LuckySlots—have now ceased operations in the state, bringing the total number of early exits to nine ahead of the 2026 enforcement of Assembly Bill 831.

The Latest Operators to Leave

These four casinos now join High 5 Casino, Carnival Citi, Dara Casino, Ruby Sweeps, and SweepsUSA as platforms that have shut down California access ahead of schedule. Governor Gavin Newsom signed AB831 into law on October 12, criminalizing sweepstakes casino operations in California starting January 1, 2026.

Changes in Terms & Conditions

TheBoss.Casino now blocks California completely—both for Gold Coin and Sweeps Coin play. Its 22-market ban list includes California, New York, Texas, and others.

Grand Vault Casino has a 12-market exclusion, including a full shutdown for California players.

CosmoSlots blocks nine markets, now including California.

LuckySlots hasn’t updated its T&Cs yet, but shows a location-block message when accessed from a California IP. Sweepsy confirmed this block by testing multiple locations.

Full Platform Shutdowns Confirmed

For all three of TheBoss, Grand Vault, and CosmoSlots, this is a complete exit from California—no play modes, no access. LuckySlots’ block-by-IP move also strongly suggests an early withdrawal ahead of formal T&C updates.

Why Smaller Sites Are Leaving First

Major operators including VGW, Pulsz, McLuck, NoLimitCoins, and WOW Vegas remain active in California. The law allows platforms to operate until December 31, 2025, but smaller platforms are playing it safe.

With just over a year before enforcement kicks in, California’s sweepstakes casino landscape is shifting fast. Expect more cautious exits from smaller operators and last-minute plays from the big names.
