How Does a Sweepstakes Casino Work?

A sweepstakes casino must use a variation on the sweepstakes contest model, combining guaranteed free-to-play modes and a dual currency system, which can be used to win cash prizes.

Dual Currency System

Legally, sweepstakes casinos are required to use two types of virtual currency; this includes:

Gold Coins (GC)

Gold Coins are used for standard gameplay and have no cash value.

  • Designed for entertainment
  • Obtained through welcome offers, daily rewards, promotions, or direct purchase.
  • Ensuring that free play is always available.

Sweeps Coins (SC)

Sweeps Coins are the promotional currency that can be used to attain cash prizes. Winnings depend on the platform and your location. Be sure to check eligibility requirements as well as any terms and conditions before attempting sweeps coins play.

Naming conventions may change, but the key distinction is one currency for free play, another that may amount to cash rewards.

How Prize Redemptions Work

Cash prizes or any type of reward are usually referred to as a redemption at sweepstakes casinos. Each sweepstakes casino sets:

  • Its own redemption rules, including minimum redemption amounts,
  • Identity verification requirements, and
  • Available payout methods.

These rules can often be unclear and intentionally vague, so we always suggest that before playing, you check precisely how a platform handles prize redemptions and what conditions apply. There's nothing worse than missing out on what you thought you won, so avoiding this, especially after having started play, is key to having the best experience.

How Are Sweepstakes Casinos Different from Online Casinos?

Sweepstakes Casinos are online casino alternatives, but their dual currency and free play models make the way you play them in practice very different. The key differences Stakester has identified include:

  • The dual-currency model means cash prizes are won differently and requires specific coin thresholds
  • Bonuses and recurring prize pools differ from direct-wagering formats. (We find that sweepstakes casinos have to focus more on social promotions and races)
  • There is typically a far weaker game selection at sweepstakes casinos than at real-money casinos
  • Redemptions are harder to receive than a typical online casino withdrawal
  • Coins are typically purchased in packs and, as a result, are less flexible than making a deposit

Why Are Sweepstakes Casinos Available in So Many States?

Sweepstakes casino availability varies across the U.S. because states take different approaches to sweepstakes gaming, while individual operators can also apply their own restrictions.

A state may have no broad restriction on the sweepstakes model while a particular operator still chooses not to accept players there. Conversely, regulatory developments can change an operator's availability even when the underlying state position has not changed.

For this reason, no single nationwide list shows where every sweepstakes casino is available. Assess availability at both the state and operator level.

Stakester tracks these differences across the U.S., including states where sweepstakes casinos are unavailable, restricted, or subject to changing conditions.

Where Can You Play?

Sweepstakes casino availability differs by state, and the operators available in one state may not be available in another.

Use Stakester's U.S. Gaming Availability Tracker to check the current status of sweepstakes casinos in your state and compare it with other online gaming categories.

States Where Sweepstakes Casinos Are Restricted or Unavailable

Several states have now taken direct action against dual-currency sweepstakes casinos through legislation, regulatory enforcement, or both. In most cases, major operators have withdrawn from these markets entirely.

  • California – California’s AB 831 has prohibited online dual-currency casino-style sweepstakes games since January 1, 2026. The law also extends liability to companies that knowingly support prohibited platforms, including payment providers, suppliers, technology companies, and affiliates. California’s market size made the ban one of the sector's most consequential regulatory developments. Read AB 831 Passes California Senate.

  • Connecticut – Public Act 25-112 prohibits unlicensed online sweepstakes promotions connected to simulated casino gaming. The law covers both operation and promotion, while direct enforcement has caused major operators to block Connecticut residents or withdraw their redeemable gaming products. Read Sweeps Casinos Now Illegal in Montana and Connecticut.

  • Idaho – Idaho’s constitution and gambling statutes prohibit casino simulations and prize-based gaming outside narrowly authorized activities. Redeemable sweepstakes-casino play is therefore not treated as a viable legal format, and mainstream operators exclude Idaho residents. Only entertainment-only virtual-currency play generally remains.

  • Indiana – HB 1052 took effect on July 1, 2026, expressly prohibiting covered online dual-currency and multi-currency sweepstakes games. Violations can attract civil penalties of up to $100,000, and major operators exited or disabled Sweeps Coin play before and immediately after the effective date. Read Indiana Sweepstakes Casino Operators Exit Following July 1 Restrictions and McLuck, Hello Millions and PlayFame Prepare Indiana and Maine Exits.

  • Louisiana – HB 883 became effective on August 1, 2026, classifying covered dual-currency online casino promotions as gambling by computer. The law also reaches platform providers and payment processors, while related legislation places gambling-by-computer offenses within Louisiana’s wider racketeering framework. This makes Louisiana one of the sector’s highest-risk enforcement jurisdictions. Read Louisiana Passes Dual-Currency Ban, Pushing Sweepstakes Casinos Toward Racketeering Risk and Three Governors Sign Bills Increasing Pressure on Sweepstakes Casinos.

  • Maine – LD 2007 took effect on July 14, 2026, prohibiting online games and promotions that use dual currencies to simulate slots, poker, table games, bingo, lottery products or sports wagering. Operators withdrew, blocked registrations, or disabled redeemable play as the enforcement deadline arrived. Read Maine Sweepstakes Casino Ban Takes Effect as LD 2007 Restricts Dual-Currency Gaming, Sweeps Coin Gameplay Now Illegal in Maine and Clubs Poker Becomes First Sweepstakes Poker Site to Exit Maine.

  • Michigan – Michigan does not rely on a single modern sweepstakes-specific ban. Instead, the Michigan Gaming Control Board applies the state’s existing gaming and penal laws to unlicensed platforms offering casino-style games and redeemable prizes. Repeated cease-and-desist orders and the threat of legal action have driven nearly all major sweepstakes brands from the state.

  • Montana – Montana’s SB 555 was the first modern state law expressly structured to capture online dual-currency sweepstakes-casino operations. The law took effect on October 1, 2025, extending Montana’s internet-gambling restrictions to platforms transmitting or supporting covered casino-style sweepstakes activity. Read Sweeps Casinos Now Illegal in Montana and Connecticut.

  • Nevada – Nevada requires casino-style gambling to be conducted within its licensed gaming system. SB 256 strengthened the state’s ability to prosecute the operation or promotion of unlicensed online gambling, including sweepstakes-style casino platforms. Mainstream operators therefore exclude Nevada from redeemable Sweeps Coin participation.

  • New Jersey – New Jersey prohibited online sweepstakes casinos through A5447, signed in August 2025. The law classifies casino-style platforms using promotional currency redeemable for cash or cash equivalents as unlawful gambling. Major operators subsequently withdrew or removed redeemable play. Read New Jersey Legislature Revives Sweeps Regulation Push After 2025 Ban and SportsMillions Faces Closure Amid Sweeps Casino Pressure.

  • New York – New York prohibited covered online dual-currency sweepstakes casinos through S5935A in December 2025. The law restricts the operation, promotion and facilitation of casino-style sweepstakes games and extends potential liability to supporting businesses such as payment processors, affiliates and platform providers. It followed an enforcement campaign that had already caused numerous operators to exit. Read Maine Targets Sweeps With New Bill as Gov. Hochul Officially Greenlights NY Ban and New York Gaming Commission Warns Against Sweepstakes Casinos.

  • Tennessee – Tennessee’s SB 2136 prohibits covered online sweepstakes games using virtual or dual-currency systems where currency can be exchanged for cash, prizes or cash equivalents. The legislation followed cease-and-desist action against nearly 40 operators and a sustained wave of market exits. Redeemable sweepstakes-casino play should now be treated as unavailable rather than merely restricted. Read Three Governors Sign Bills Increasing Pressure on Sweepstakes Casinos and B-Two Operations to Shut Down McLuck, Hello Millions, PlayFame and SpinBlitz in Tennessee.

  • Washington – Washington’s Gambling Act, Chapter 9.46 RCW, broadly prohibits unauthorised online gambling involving money or anything of value. The state has never created a licensing route for dual-currency sweepstakes casinos, and mainstream operators exclude Washington residents from redeemable play.

Games at Sweepstakes Casinos

Unlike at real-money online casinos, sweepstakes casinos offer far smaller games collections, usually with a more disappointing variety. This is due to a variety of factors, a smaller market with less competition and separate legislation that limits large game providers such as Pragmatic Play from operating in the USA.

However, players still enjoy the games at the top sweepstakes casinos because availability for real-money online casinos remains scarce. Here are our top picks depending on which games you're looking for.

Our directory’s state filter is designed to prevent this scenario. If you have selected your state in the filter, you should only be seeing sweepstakes casinos that are accessible to you.

We take a careful, criteria-based approach to selecting which sweepstakes casinos get listed. First and foremost, a platform must be legitimate and legal – it should adhere to sweepstakes laws (for example, offering a free mail-in method to obtain Sweeps Coins with no purchase necessary) and not be under any cease-and-desist orders or legal disputes that would affect players. We also look for transparent terms and conditions, including clear rules on bonuses and redemption processes.

Reputation matters too: we research each casino’s track record among the player community. Positive signs include timely prize payouts, responsive customer support, and fair games. We favor sites that are backed by established companies or management teams with a solid history in gaming, and if any form of licensing or third-party oversight exists, that’s a plus (though sweepstakes casinos don’t require gambling licenses, some obtain sweepstakes certifications or have parent companies with gaming licenses). In short, before we add a new casino to our directory, our team reviews it thoroughly for compliance, safety, and quality. Only those that meet our standards make the cut, so you get a reliable selection to choose from.

Yes! We welcome input from our community. If you know of a sweepstakes casino that isn’t currently on our list, feel free to reach out and let us know. Use our contact form to submit suggestions.

Our team will then review the platform you’ve suggested, just like we do for any new site. We’ll check its legitimacy, make sure it complies with the law, and evaluate its games and features. If it meets our criteria and offers a positive experience for players, we will happily add it to the directory in our next update.

We’re always on the lookout for new sweepstakes casinos as this space grows, and some of our best additions have come from user tips. So don’t hesitate to suggest a casino – your submission could help other players discover a great new site!
