Are sweepstakes casinos legal in Alaska?

Sweepstakes casinos are legal to play in Alaska, and most major brands accept Alaska players. Alaska has never passed a law about online sweepstakes, no state agency has issued a cease-and-desist letter to an operator, and no bill on the subject has been introduced in Juneau.

Alaska’s gambling law is short. Section 11.66.280 of the Alaska Statutes defines gambling as staking or risking something of value on the outcome of a contest of chance or a future contingent event not under the player’s control, and it defines "unlawful" as not specifically authorised by law. The statute carves out bona fide business transactions, amusement devices and claw machines, charitable gaming permitted under AS 05.15 and the Permanent Fund Dividend raffle. Sweepstakes casinos rely on the first element: because Sweeps Coins can be obtained free through daily bonuses, social giveaways and mail-in requests, players are not staking anything of value, so the activity is not gambling at all. Alaska has never classified sweepstakes as gambling and, unlike Florida or New York, has no prize promotion registration law that might apply to them.

Recent developments

  • 2025: Representative David Nelson files HB 145 to legalise mobile sports betting, with up to ten mobile-only licences, a 20 percent tax and a minimum age of 21. It is the most serious gambling expansion proposal in years, but it does not mention online casinos or sweepstakes.
  • 2026 session: HB 145 carries over but stalls in committee, and the Legislature adjourns in May 2026 without a vote. Charitable gaming bills on pull-tabs and raffles are the only gambling measures to move.
  • 2025 to 2026: while more than a dozen states pass or enforce bans on dual-currency sweepstakes casinos, Alaska takes no action. Neither the Attorney General nor the Department of Revenue, which oversees charitable gaming, has commented on the model.
  • September 2026: no operator has excluded Alaska for legal reasons. The main change for Alaska players has come from national events, such as VGW closing LuckyLand Slots in September 2026 while keeping Chumba Casino open.

How Alaska law treats sweepstakes and gambling

Gambling by a player is only a violation under AS 11.66.200, punishable by a fine of up to $1,000 for a second or later offence, with an affirmative defence for social games. Promoting gambling in the first degree, meaning running or profiting from an unlawful gambling business, is a Class C felony under AS 11.66.210, and possession of gambling devices and records are separate offences. Alaska has no gaming commission. The Department of Revenue’s Tax Division runs the Charitable Gaming Program, issuing permits for bingo, pull-tabs, raffles, ice classics and derbies, and the Attorney General’s Consumer Protection Unit handles complaints about misleading prize promotions. Nobody in Alaska has been prosecuted for playing at an online sweepstakes casino.

What Alaska players should check

  • Age: most sweepstakes casinos accept Alaska players aged 18 and over; Stake.us requires 21. For comparison, Alaska sets 19 for bingo and 21 for pull-tabs.
  • Eligible states: Alaska is on almost every operator’s list, but confirm it in the terms before buying Gold Coins.
  • Location and identity: sites geolocate you and require KYC verification before your first redemption. Rural connections and satellite internet work fine, but a VPN will get your account closed.
  • No state cap: Alaska imposes no redemption limit or registration threshold, so operator limits are the only ones that apply.
  • Taxes: Alaska has no state income tax, but prizes are still taxable federally.
  • No regulator: if a site refuses a payout there is no Alaska agency to appeal to. Stick to established brands with a redemption track record.

Other legal ways to play in Alaska

Alaska has no commercial casinos, no tribal casinos beyond a couple of small bingo and pull-tab halls, no state lottery, no legal sports betting, no horse racing and no online casino. The state constitution and statutes allow only charitable gaming run by nonprofits and municipalities under Department of Revenue permits: bingo, pull-tabs, raffles, the Nenana Ice Classic and other ice classics, fish and moose derbies and Calcutta pools. Alaska is one of five states without a lottery, alongside Alabama, Hawaii, Nevada and Utah. Cruise ship casinos operate only in international waters. For most Alaskans, sweepstakes casinos and the annual charitable events are the only casino-style options without leaving the state.

Staying up to date

We monitor Alaska bill filings, Department of Revenue and Attorney General announcements and every operator’s Alaska terms. The legal status on this page and the list of casinos open to Alaska residents are updated as soon as anything changes, and the review date in the header shows when we last checked.

Alaska sweepstakes casino FAQs

Are sweepstakes casinos legal in Alaska?

Yes. Alaska has no statute addressing online sweepstakes casinos and no agency has acted against them. Because Sweeps Coins can be obtained without a purchase, players are not staking anything of value under AS 11.66.280, so the sites fall outside the state’s gambling definition. Most major brands accept Alaska players.

Can Alaskans be punished for playing at a sweepstakes casino?

No one has been. Gambling by a player is only a violation in Alaska, with a fine of up to $1,000 for repeat offences, and the state has never treated sweepstakes casino play as gambling. Enforcement provisions target people who run gambling businesses, not players.

Does Alaska have casinos or a lottery?

No. Alaska has no commercial or full-scale tribal casinos, no state lottery and no legal sports betting. Only charitable gaming is permitted: bingo, pull-tabs, raffles, ice classics and derbies run by nonprofits under Department of Revenue permits. Alaska is one of five states without a lottery.

Is sports betting coming to Alaska?

Not yet. HB 145, filed by Representative David Nelson, would have licensed up to ten mobile sportsbooks with a 20 percent tax and a minimum age of 21. It stalled in the 2025 and 2026 sessions. No bill has proposed legal online casinos.

How old do I have to be to play sweepstakes casinos in Alaska?

Most sweepstakes casinos accept Alaska players aged 18 and over, while Stake.us and a few others require 21. Alaska’s charitable gaming ages are 19 for bingo and 21 for pull-tabs. Expect to verify your identity and age before your first redemption.
