Are sweepstakes casinos legal in Iowa?

Sweepstakes casinos are still available in Iowa, but since July 1, 2026 the state regulator has explicit power to order them out, and a growing list of brands has left rather than wait for the first letter. Iowa did not pass a ban. Senate File 2289, signed by Governor Kim Reynolds on May 15, 2026, gives the Iowa Racing and Gaming Commission (IRGC) authority to issue cease-and-desist orders and seek court injunctions against anyone offering games of chance, gambling, sports wagering or illegal sweepstakes in Iowa without a commission licence or other legal authorisation. The bill passed the Senate 44-0 in February and the House 93-0 on April 21, 2026.

Iowa gambling law follows the usual three-part test of consideration, chance and prize, and sweepstakes casinos argue that giving Sweeps Coins away free, with purchases, as daily bonuses and through a no-cost mail-in route, removes consideration. Iowa never accepted or rejected that argument in court. What changed in 2026 is who decides: regulators told lawmakers they lacked the tools to go after unlicensed operators, and SF 2289 hands them those tools without defining what an illegal sweepstakes is. IRGC Administrator Tina Eck put it bluntly, saying illegal gaming undermines public trust and puts Iowans at risk. Operators have read that as a warning.

That leaves Iowa as a watch state: the largest brands were still accepting Iowa players when the law took effect, no cease-and-desist order had been made public as of this review, and a dozen smaller or more cautious operators have already gone. We are not lawyers; read each site’s Iowa terms before you buy anything.

Recent developments

  • April 21, 2026: the House passes SF 2289 93-0 during an extended session.
  • May 15, 2026: Governor Reynolds signs it, with an effective date of July 1, 2026. The commission does not name any operator it intends to pursue.

How Iowa law treats sweepstakes and gambling

Iowa Code chapter 725 makes it an offence to participate in a game for money or property or to make a bet outside the licensed system. Penalties scale with the amount involved, from a simple misdemeanor at the low end to a class D felony for the largest sums, and running an unlicensed gambling operation carries felony exposure. Chapter 99B licenses social and charitable gambling, chapter 99D governs racing, chapter 99F governs casino gambling games and chapter 99E governs sports wagering. SF 2289 amended the commission’s enforcement powers across those chapters.

The IRGC licenses and regulates Iowa’s 19 commercial casinos, sports wagering, advance-deposit wagering and fantasy sports, and it oversees compacts with the state’s four tribal casinos. Nothing in SF 2289 creates a new offence for players; the cease-and-desist and injunction powers are aimed at operators. There is no record of an Iowa resident being charged for playing a sweepstakes casino.

What Iowa players should check

  • Minimum age: 18 at most sweepstakes casinos. Note that Iowa is one of the few states where the lottery, casinos and sports betting all require 21, so some operators apply 21 to Iowa as well.
  • Exit notices: operators leaving Iowa have given two to three weeks to redeem Sweeps Coins. Keep your identity verification complete so a final redemption is not held up.
  • Location: geolocation confirms you are in Iowa; a VPN breaches the terms and forfeits balances.
  • Redemption limits: no state cap applies; each site sets minimums and daily maximums. Prizes are taxable income.
  • Watch the IRGC: the first public cease-and-desist order will tell you which operators the commission considers illegal. We update this page when that happens.

Other legal ways to play in Iowa

Iowa has one of the densest regulated markets in the Midwest. Nineteen commercial casinos, from Horseshoe Council Bluffs and Prairie Meadows racino in Altoona to riverboats along the Mississippi and Missouri, operate under IRGC licences, and four tribal casinos (Meskwaki, WinnaVegas, Blackbird Bend and Prairie Flower) run under compacts. Sports betting launched on August 15, 2019 and fully mobile registration followed in January 2021. The Iowa Lottery has sold tickets since 1985 and requires players to be 21. Pari-mutuel wagering continues at Prairie Meadows, and licensed charities run bingo and raffles. Real-money online casinos remain illegal; iGaming bills have failed every year they have been filed.

Staying up to date

We monitor IRGC enforcement under SF 2289, any bill to ban or license sweepstakes casinos, and every operator’s Iowa policy. This page and the Iowa casino list are updated as soon as anything changes, and the review date in the header shows when we last checked.

Iowa sweepstakes casino FAQs

Are sweepstakes casinos legal in Iowa?

They are not banned, and large brands such as Chumba Casino, McLuck, WOW Vegas and Stake.us were still accepting Iowa players when SF 2289 took effect on July 1, 2026. The new law lets the Iowa Racing and Gaming Commission issue cease-and-desist orders to unlicensed sweepstakes operators, so availability could change quickly.

What does Iowa SF 2289 actually do?

Signed May 15, 2026 and effective July 1, 2026, SF 2289 gives the Iowa Racing and Gaming Commission authority to issue cease-and-desist orders and seek injunctions against anyone offering games of chance, gambling, sports wagering or illegal sweepstakes without a licence. It passed 44-0 in the Senate and 93-0 in the House.

Which sweepstakes casinos have left Iowa?

High 5 Casino (June 30, 2026), Baba Casino (June 28), Sidepot (July 1), Lucky Bunny, Lucky Bits, Dorados, Jackpota, Golden Hearts and bspot all withdrew around the law’s effective date, before any public enforcement. LuckyLand Slots closed nationwide on September 14, 2026. We update the Iowa list as exits continue.

Can Iowa players be penalised for using a sweepstakes casino?

SF 2289 targets operators, not players, and no Iowa resident has been charged for playing a sweepstakes casino. The practical risk is losing access to a balance if a site leaves. Redeem promptly when an operator announces an Iowa exit, and keep your identity verification up to date.

What legal gambling does Iowa have?

Nineteen commercial casinos and four tribal casinos, online and retail sports betting since August 2019, the Iowa Lottery (21 and over), pari-mutuel racing at Prairie Meadows and charitable bingo and raffles. Real-money online casinos are not legal in Iowa, and iGaming bills have failed in every session.
