Are sweepstakes casinos legal in Oregon?

Yes. Sweepstakes casinos are legal to play in Oregon, and no statute, bill or regulator action targets the dual-currency model. Oregon has no law that mentions online sweepstakes casinos at all. Their status comes from the general gambling definition in ORS 167.117: a person gambles when they stake or risk something of value on the outcome of a contest of chance, and something of value means money, property, or any token, credit or promise exchangeable for them. A sweepstakes casino argues that Gold Coins have no value outside the game and that the prize-eligible Sweeps Coins are free: bundled as a bonus with a Gold Coin purchase, handed out daily, and available by mail-in request with no purchase. With nothing of value staked, the activity is a promotional sweepstakes rather than gambling.

That is the same position the sites take everywhere, and Oregon has never tested it. The Oregon Department of Justice, which enforces gambling law and regulates charitable gaming, has not issued cease-and-desist letters to sweepstakes operators, and the Oregon Lottery has not asked lawmakers to act.
